The Program was started in 1980, initially funded by the Ministry of Correctional Services (MCS). Today, the Criminal Division is funded by the Ministry of the Attorney General (Agency and Tribunal Relations Branch/Policy Division) through a transfer payment agreement The concept of Bail Verification and Supervision (BVSP) was implemented for two reasons:

1. Economically – the province was faced with over 60 % of their population being remand inmates. Many incarcerated because they could not meet either a surety or cash bail. The government of the day was faced with building an additional detention facility in Toronto at enormous cost – startup costs and yearly operating costs – or trying something different.
2. Philosophically – second reason is philosophically based: In a supposed democratic criminal justice system it is based on certain maxims, including the presumption of innocence until proven guilty and fair and equal treatment of all persons regardless of their socio-economic status. The BVSP helps move the System closer to achieving these maxims.

In 1996, the Program started providing similar services to Citizenship and Immigration Canada Inland Enforcement (CIC), which is now part of Canada Border Services Agency (CBSA). The TBP Immigration Division is funded through a contract with CBSA.
